Internet has not only positive but also negative sides. Some users of the World Wide Web abused its capabilities, placing the empty, meaningless comments (the so-called flame), if not offend, provoke other users. This behavior is called trolling.Even worse, when different bloggers publish unverified, misleading and even openly slanderous information, the consequences of which can be very sad.Examples of this, unfortunately, a lot. Therefore, in light of recent events, when the libel was again considered as a criminal offense, there was a reasonable
question: what about the slander spread through the Internet? What rules do need to act on the World Wide Web (at least in Russia)?

Russian Prime Minister Dmitry Medvedev recently named five principles, which would guide the work of the Internet.

1st principle. The Internet should be free. That is, the introduction of strict censorship, which is afraid of the Russian opposition, no question.

2nd principle. It is necessary to develop a clear and precise rules that should guide every Internet user. That is necessary to observe the "golden mean": on the one hand, to prevent anarchy and permissiveness; On the other hand, to avoid unnecessary complication. From the viewpoint of DAMedvedev, will not be easy to achieve this, but this should strive for.

third principle. All the work of the Internet should be directed at the fact that anyone can get the necessary information, but at the same time be protected from malicious content sites. For example, those who are promoting pedophilia, drug addiction, national or religious hatred, etc.

4th principle. The Internet should be strictly observed rules of copyright.

5th principle.Fight with various disorders on the Internet should only be lawful means, in strict accordance with applicable law and generally accepted international practice.
